The Support at Home Program is a new Australian Government aged care initiative that will replace the current Home Care Package (HCP) program. It is designed to make in-home aged care simpler, more flexible, and more responsive to the changing needs of older Australians.

 

The program aims to help people stay living independently at home for longer, with easier access to services and clearer pathways for families.

When does the Support at Home Program start?

The Support at Home Program commenced 1st November 2025, as part of national aged care reforms.

If you are currently receiving a Home Care Package, or planning to apply for government-funded in-home aged care, you may be impacted by this change.

Existing HCP recipients will transition into the new program rather than needing to start from scratch.

Who will the Support at Home Program apply to?

The program is intended to support older Australians who want to remain living at home, including people who need help with daily activities, personal care, or health-related needs.

It is designed to better support people with changing or increasing care needs, without forcing an earlier move to residential aged care than necessary.

How will the Support at Home Program work?

Whilst it was rolled out on 1st November, the Support at Home Program is expected to:

  • Replace Home Care Package levels with a more flexible funding approach
  • Make it easier to adjust services as needs change
  • Focus on independence, dignity, and quality of life
  • Improve access to the right support at the right time

  • Personal care and hygiene support
  • Domestic assistance (meals, cleaning, laundry)
  • Nursing and clinical supports
  • Allied health supports
  • Social support and companionship
  • Support with mobility and maintaining independence
